Joel S. Mutnick, CPA, Managing
Partner
Mr. Mutnick serves ARC as its day-to-day managing partner, as
well as handling all financial and accounting issues. Mr.
Mutnick was previously the Chief Operating Officer of Senior
Citizens Mutual Insurance Company where he was hired
specifically for the purpose of assisting with the growth of
that Company. Prior his tenure with Senior Citizens Mr. Mutnick
was the insurance partner in an international accounting firm,
where SCMIC was one of his clients for 15 years. Mr. Mutnick

William G. Hurlman, Underwriting Partner
Mr. Hurlman serves as the primary underwriter and manager of the
underwriting and agency appointment functions. Mr. Hurlman was
previously the Chief Underwriting Officer for Senior Citizens
Mutual Insurance Company where he managed the underwriting and
insurance technical functions of the company. Previously he held
several executive and technical positions in his 30-year career
with various primary and reinsurance companies in New York,
Boston and Philadelphia. His focus will be in developing

Noreen V. Banks, Director of Marketing
Ms. Banks directs ARC’s overall marketing strategy and serves as
liaison to the non-profit community. Ms. Banks began her career
in senior housing over 30 years ago as the Director of Special
Projects for the National Council of Senior Citizens, which
built and managed over 40 facilities for low-income seniors. She
has is responsible for developing and maintaining ARC’s
relationship with senior housing trade associations and
multi-facility sponsors. She is also responsible for developing

Anna Johnson, Underwriter
Ms. Johnson serves as an underwriter specializing in renewals at
ARC. She is also responsible for developing and maintaining
systems for tracking various marketing projects and quoting vs.
binding statistics. She has over 16 years of underwriting
experience in liability, property and other insurance lines and
is a licensed Florida broker. She previously worked at SCMIC as

Neil Kalin, Director of Risk Management & Safety Education
Mr. Kalin is responsible for ARC’s Risk Management and Safety
Education Programs. He works with individual facilities and
management companies to identify, develop and assist with
programs to minimize loss. He also provides educational
resources for our insureds. Neil has over 20 years experience
in the fields of management and related fields of safety and
risk management.

Harvey Meadvin, Florida Representative
Mr. Meadvin is a Florida licensed broker and represents ARC in
that state. He has developed ARC’s Florida portfolio of
properties and represents ARC with various associations
representing senior housing in the state of Florida. Mr.
Meadvin has spent over 20 years in the habitational arena.
